Article 1:


It is only permissible for any natural or legal person to recruit workers from abroad to Qatar for the account of others after obtaining a license from the Minister of Labor, Social Affairs, and Housing.


Employers may not recruit workers from abroad except through a person authorized to do so.


As an exception to the provisions of the second paragraph of this article, employers may - whether by themselves or by authorized representatives from among their employees - recruit workers from abroad for their account.


This is after obtaining the approval of the Ministry of Labor, Social Affairs, and Housing.


In applying the provisions of this law, the term "employers" should be considered inclusive of the category "owners of private homes."


It is optional for this category to obtain the approval of the Ministry of Labor, Social Affairs and Housing stipulated in the third paragraph of this article.


Article 2:


To obtain a license to recruit workers from abroad on behalf of others, the applicant must have the following:

  • To be of Qatari nationality.
  • His age shall not be less than twenty-one Gregorian years.
  • He should not be an employee of ministries or other government agencies, public bodies or institutions, or any company to which the state contributes less than 50% of its capital.
  • To have an independent office in which to devote his activities.

  • He must submit a bank guarantee of one hundred thousand riyals issued in favor of the Ministry of Labor, Social Affairs and Housing, which shall be valid for the duration of the original and renewed license.

An update regarding the labor law in Qatar


The State of Qatar has introduced new labor reforms that benefit employers and workers in Qatar and grant all concerned parties as follows:


The latest developments in the labor law in Qatar:


Employees will no longer need a No Objection Certificate (NOC) from their previous employer.

Provided they give at least one month's written notice if they have worked for their employer for two years or less

Or a two-month written notice if you have worked for more than two years.


Employees may be put on probation for a period to be agreed upon with the employer, provided that the probationary period does not exceed six months from the date of commencement of work.


Workers who are not subject to the labor law in Qatar will not need exit permits to leave the country, and this includes domestic workers and does not include workers in military agencies.


Domestic workers are obligated to notify the employer at least 72 hours in advance of Magharat Al Bilad.


The employer has the right to submit a prior application with a mention of the reason to the Ministry of Interior containing the names of persons he deems necessary to obtain prior approval before leaving the country.


This is due to the nature of their work, provided that this is at most 5% of the employees.


Without exception, the minimum wage for all workers in the State of Qatar is 1,000 Qatari riyals per month.


The minimum housing allowance is 500 Qatari riyals, and the minimum food allowance is 300 Qatari riyals.


Workers in companies with 30 or more employees will be able to elect their representatives, whether they are employers or workers.

If your employer provides you with adequate food and housing (that is, you do not pay for accommodation and food), you are entitled to a basic wage of not less than 1,000 Qatari riyals per month.


If your employer only provides you with adequate housing:

If the employer provides you with adequate housing only without food, you are entitled to receive food compensation of not less than 300 Qatari riyals per month.


In addition to the monthly wage, which should be at least 1000 Qatari riyals.

So the total salary, in this case, is at least 1300 Qatari riyals per month.


If the employer does not provide you with housing or food:


Suppose the employer provides you with neither housing nor food. In that case, you are entitled to receive food compensation of no less than 300 Qatari riyals and housing compensation of no less than 500 Qatari riyals.

The total monthly amount will not be less than 1800 Qatari riyals in this case.
